Why Parliaments Must Be There

From 29 November to 1 December South Korea will host the Fourth High level Forum on Aid Effectiveness (HLF-4). The event will include participants from international organisations, CSOs, private foundations and the private sector.  

Parliaments, as the representatives of the people, must legislate national development policies towards common welfare and the well-being of citizens. In the context of aid recipient countries it is essential that parliaments oversee all spending, both from domestic and foreign sources, to ensure its effectiveness and alignment with national priorities. Signatories of the Paris Declaration and the Accra Agenda for Action have committed to increase the use of country systems. Parliaments, as the constitutionally mandated overseers of the public purse, cannot be overlooked for the long-term sustainability of development.

AWEPA urges parliamentarians to be part of their country delegations attending the HLF-4. In their formal invitation to participating governments, the organisers of the HLF-4 recommended that each delegation include one parliamentarian. It is desirable that donor country MPs take a stand on issues related to aid and development effectiveness in order to assure the proper oversight of the use and distribution of these funds.

In addition to the numerous activities AWEPA has executed in cooperation with African parliaments on the aid reform process since 2009, in recent months, AWEPA has coordinated a broad consultative process involving over 150 parliamentarians and cooperation with the IPU and other parliamentary organisations to discuss and define the desired parliamentary input to the outcome document in preparation for HLF-4. The "Legislative Principles for Development Effectiveness" document below, which is the result of this consultation process, was shared with the WP-EFF on the occasion of its last plenary session held in Paris on July 7-8, in preparation for Busan. AWEPA also invited, through the WP-EFF, a delegation of African MPs to take part in the plenary session and voice their perspectives and concerns in regards to aid effectiveness.

AWEPA and other parliamentary organisations plan to hold a parliamentary forum alongside the plenary session. The main objectives of this forum will be to provide a space for parliamentary dialogue on development effectiveness and further develop common positions to be voiced in the plenary, to help orient the development effectiveness agenda after Busan and to refine the outcome document.

AWEPA looks forward to receiving a vast delegation of Parliamentarians from both partner and donor countries in Busan!
