Nairobi, Kenya – With AWEPA’s support, the EALA Committee on General Purpose participated in a two-day capacity-building workshop on the legislative process. The theme of the workshop was “From Bill initiation to enactment and oversight on enacted law”. The 12 Members of the Committee gathered in Nairobi on 7-8 August.
Legal expert and Member of the previous Assembly, Dan Wandera Ogalo, facilitated sessions on:
- principles and details of an effective Regional Law;
- challenges to the effective implementation of Community Acts;
- oversight and implementation of EAC laws – historical perspective and success stories with regard to the status of implementation;
- the 1st, 2nd and 3rd Reading of Bills and principles of moving effective amendments.
As an example, the principles and details of the EAC Creative and Cultural Industries Bill were studied. All sessions were followed by discussions, and questions and answers.
