From 27 to 30 June, AWEPA Regional Office Southern Africa will host a joint parliamentary staff workshop with Namibia and Lesotho. The workshop preempts a series of capacity development activities that form part of the Strengthening Parliamentary Budget Oversight and Scrutiny Project and will take place in Namibia. The participants will engage in a training on fundamental principles of budgeting and its oversight. The workshop will facilitate peer-to-peer learning. It will ensure that participants understand budget processes and ultimately equip them with necessary skills for supporting Members of Parliament in their budget oversight role. The workshop covers key elements of the budget process, the actors in the budget process, as well as the legal frameworks governing legislative engagement in the budget process. Various committee systems/models, case studies and best practices will be explored with the aim of instilling confidence and competence among parliamentary staff. The training will result in an induction book being produced in order to retain institutional knowledge and ensure staff is fully up to speed on training materials. In addition to Lesotho and Namibia, other countries that have partnered in the project include Malawi, Zambia and Zimbabwe. The planned activity is supported by DfID.
