The overall purpose of this activity was that democracy is enhanced through the provision of proper technical oversight and respect for the separation of legislative power between the tree governmental tiers: national, provincial and local. The South African Provincial Legislatures (SAPL) programme contributed to the improved ability of members of the South African Local Government Association (SALGA) to conduct oversight and provide guidance in and to the National Council of Provinces (NCOP). This was a means of strengthening the voices of local government whose directly elected representatives differs from the provincial and national Assembly’s where members are appointed internally by their respective political parties on the basis of proportional representation. The activity specifically focused on clarifying the procedure and protocols for the national and provincial legislatures to intervene in the administration of local government.
