Somali parliamentarians build knowledge and skills while on recess

Kampala, Uganda – A marathon of workshops took place in the month of August and the first week of September 2014, while the House of the People in Somalia was on recess. The workshops were organised and conducted in the framework of AWEPA’s Supporting Legislative Institutions in Somalia Programme.

The five-day capacity building workshop for Chairpersons, Vice Chairpersons, Chief whip, and Committee Clerks of the House of the People of Somalia was one of the six workshops arranged for by the Speaker of the House of the People together with AWEPA. The workshop was organised by AWEPA through the support of the European Union.The main objective of the workshop was to equip the Standing Committee with skills of how to conduct an effective Committee meeting, public hearings, functions and powers of parliamentary committees, the role of parliamentary committees in the budget process, understanding questions and interpellations during plenary among others. The workshop was attended by 37 participants who included Committee Chairpersons, Vice chairpersons, and Clerks. In attendance also were the Chief Whip and the 1st Deputy Speaker.

Capacity Building Training for Women Members of Parliament of the House of Federal Republic of Somalia

The training workshop was conducted at the Hotel Africana in Kampala Uganda between 12th and 16th August 2014. The participants of the workshop arrived the day before from Mogadishu.The Workshop was attended by eighteen sitting Somalia Members of Parliament who are members of the Somali Women Parliamentary Association led by the Chair Hon. Bibi Khalif Mohamed. The Chief Whip of the Somalia Parliament Hon. Abdullahi Hassan Roble had accompanied the delegation together with 4 members of staff.The objective of the workshop was to enhance the skills of Somali Women Members of Parliament to effectively, efficiently and competently execute their core functions and responsibilities as Members of Parliament.The sessions were facilitated by acclaimed facilitators all drawn from Uganda and mainly from serving and former women members of parliament who are also current and former members of the Uganda Women Parliamentary Association (UWOPA). Some were currently heading parliamentary committees.

Commitee on Truth, Reconciliation and Restitution

The Committee on Truth and Reconciliation held a 5-day workshop from 1-5 September 2014 in Kampala, Uganda. The objective of the workshop was to identify the causes of conflict and come up with proposals for restoration of peace, reconciliation and unity amongst the Somalis. The causes of the conflict were identifies under 3 broad categories i.e. historical, socio-economic and external factors.The participants came to an agreement on the need for an immediate proposal of a project bill for enactment into law for the Truth and Reconciliation Commission.
