Strengthening the Capacity of National, Regional and Decentralised Parliaments in Africa


AWEPA currently works with 25 parliaments in Africa through jointly agreed capacity building programmes. These include national parliaments, regional parliamentary institutions such as the Pan-African Parliament and the East African Legislative Assembly (EALA), as well as decentralised authorities.

  • Region I: Southern Africa
  • Region II: Eastern, Central and Northern Africa
  • Region III: Western Africa

Through multi-annual programmes AWEPA provides training, workshops, seminars and study visits for parliamentarians and parliamentary staff.

In addition, AWEPA works in post-conflict countries such as the Democratic Republic of Congo, Burundi, Somalia and Sudan, to assist them in realising the basic functioning of a parliament.

Promoting International Parliamentary Cooperation and Exchange of Expertise  


The main activities in this respect are the following:
  • Support regional parliamentary cooperation bodies in Africa (PAP, EALA, RFPAC, SADC-PF and ECOWAS)

  • Enable an exchange of technical expertise from European to African Parliaments and promote improvement in relations between Africa and Europe in the field of development cooperation, trade, and peace and security

  • Enable an exchange of experiences on good governance and reconciliation from more advanced democracies in Africa to the emerging democracies in the Great Lakes region

  • Through organising regional fora, promote cooperation between parliaments from the Great Lakes region and assist the parliaments to play a more pronounced role in regional peace initiatives.
